Noel completed his undergraduate studies at the School of Art, Otago Polytechnic before completing a Certificate in Advanced Studies (Postgraduate) at St Martins School of Art in London and then a Master of Fine Arts (1st Class Honours) at Elam School of Fine Arts in 1999.
Noel has been a Senior Lecturer since 2020, prior to which he was Head of Fine Arts Department 2002 – 2013 and MFA Programme Leader 2014 – 2019.
He has exhibited widely in New Zealand and Europe and was included in the international exhibition Westfarbe, which toured Germany and New Zealand between 2016 and 2021.

Noel’s art practice has consistently focused on an investigation of the structures and supports on which paintings are made and presented as well as ongoing dialogue around the three dimensionality of painting. Works are manufactured in ways that explore the relationship between gesture and control and how paint can be applied and removed from a work using utilitarian methods. He has a particular interest in how paintings are stored and transported and how the means of their transportation might be an active visual and conceptual element.
He is particularly interested in teaching methods and curriculum development and has been an external examiner and monitor for a number of tertiary institutions in New Zealand.
